engineers came from and what it means. The original engineers designed
forts, bridges, and roads for the military and were called "military"
engineers. When engineers began using those skills for civilian
purposes, they became known as "civil" engineers. These

TRENDS
The unprecedented growth of our cities and rural communities,
and the aging of existing civil infrastructure, has created a demand
that cannot and is not being ignored. With the passage of the federal
transportation act in 1998, federal funds have been allocated to
state and local agencies for the maintenance and upgrade of national
highways and infrastructure. Widespread upgrade and maintenance
projects are funded, but there is a shortage of qualified civil
infrastructure engineers to meet these critical needs. This shortage
is projected to remain for the next 8 to 10 years.
